Thinking Harvey couldn&#8217;t be any worse, I underestimated just how much water a storm could drop on a county.<\/p>\n<p>As a point of reference, the foundation of our house is about 4 feet above street level and the water is another 4 feet above that in this picture. Our neighbors&#8217; house to the left is a single-story and sits somewhat lower.
